Question falafel?

Is falafel legal? It's just garbanzo beans, herbs, spices. no sugar, flour etc. but it can bee fried/deep fried.

I guess the only thing I worry about it that it is fried. but sounds like that's okay as long as it's not battered with anything. I bought some at a farmer's market that are not really crunchy so I think they were cooked in a pan as opposed to being deep fried. thanks again.
