I have been at the same weight for 4 weeks, but like you I'm very close to my goal weight. Basically I think my body has stopped losing the weight to let the saggy skin catch up. But the reason I know this is because it has happened to me at regular intervals throughout my weight loss. So, just take a few and look back over your weight loss journey, maybe other areas are playing catch up while you are maintaining the weight.
I know it is frustrating, but just hang in there. Keep that picture in your head of the hot new you. DOn't get hung up on what the scale says, but how you look, how your clothes fit and how you are definitely a slimmer, healthier, happier YOU!
