If you are lifting weights, your body will gain muscle mass, and muscle weighs more than fat, so it's not unusual to gain a bit when first starting. Also, if you aren't used to weight training, as your muscles rebuild, they retain water for a brief time while they rebuild. I work out with a personal trainer who said that it's completely normal to gain before losing. Don't lose hope...I've lost over 30 inches doing weights and cardio.
