Not so sure that it's really a matter of stopping at a given hour. If it's really bingeing (i.e. emotional eating, being unable to stop, etc—and not just "eating my dinner late"), telling you "you must not eat past 7 pm" (or 8 pm, 9 pm...) won't be that useful to you: it may, on the contrary, make you feel frustrated, and in need of bingeing... The most important thing is to identify the reason to evening-time eating: having stressful days? Boredom? Feeling compelled to eat whenever you're in front of the TV/computer? Once you isolate the factors, then you can work on solutions from there.
For instance, in my case, I got rid of the TV munching problem by having something to keep my hands busy with (working on canvas, for instance)... otherwise I keep them busy by shoveling food into my mouth!
