I've been dipping in and out of the 160s for half a year. I'd love to be out of them for good. I gain before and during TOM but have trouble losing it afterwards, and by the time I do I'm regaining again. Lather, rinse, repeat. The last time I lost weight was November but I've more or less plateaued for even longer.

You could try weening yourself off of sugar. This is what helped me. For drinks I quit soda cold turkey and cut back on juice almost completely. I started adding less and less sugar to my tea until eventually I could drink it plain and drink lemon water instead of lemonade.
For solid foods just try to have that one reasonably portioned sweet thing for the day if you absolutely have to have something sweet, but as a compromise you should drop some other high carb food. Like if you must eat a candy bar then you can't have bread later and vice versa, that sort of thing. Try to eat a sweet fruit over a processed food though.
You don't have to have your sugar all in one sitting. You can take that one thing and split it up to have throughout the day. You can also make your own treats instead of buying them pre-made and cut back on the amount of sugar in the recipe. When I bake I cut the sugar by half. After a while you'll start to prefer things less sweet in general. I started to notice a hint of sweetness in things like vegetables, and sugary things are so overly sweet that they don't taste as good.
