I haven't been in the US in years during a "drinking holiday", and here people just do not drink and drive.
first offense: car impounded, huge fine, 6 month driving suspension, plus whatever the military tacks on for military members (varies from case to case)
second offense: car possessed by government, huge fine, jailtime, you lose your license permanently, plus whatever the military tacks on.
Yes we get the occasional stupid person who does and loses their license for 6 months but I've yet, in the 4.5 years I've been here, known, read of or heard of anyone who did it a second time. And since all police activity is published in the local paper...
However if I were in the US I'd definitely stay at home on Memorial Day, New Year's, and all the other 'drinking' holidays.
