well, BMI goes down when you lose weight, regardless of whether it's fat, muscle or water - it doesn't make that distinction, that's why most agree that it's not a good way to measure progress. But then, neither is weight, really just a "guesstimate"

Just to add a bit,
BMI or body mass index, is a number that results when you relate your weight (in lbs or kgs) to your height (in inches or cms). As your height stays the same, the higher the weight, the higher the BMI number. The lower the weight, the lower the number. This ratio does NOT take body fat into account. For example, if you lose body fat, your total weight will be less, and the BMI number will lower. If you lose body fat but GAIN the same amount of weight in muscle, your BMI will stay the same (the overall weight has stayed the same). If you gain weight (either body fat OR muscle), your BMI will be higher.
