I would also like to add, not to burst any bubbles or anything-but you seem to be pretty hourglass shaped, and it looks as though when you were heavy that you tended to carry a little weight in your upper arms. I am the exact same way.
The reason that I am mentioning this, is that I don't believe that you still have "fat" in your upper arms. It looks to me like you might have a little loose skin, from when you were over 200 pounds. If you are a 5/6, and going by the rest of your body-I would assume that this is what is happening. If this is the case, it will not go away. The same often happens when you have a baby-the skin is stretched over the baby, and when you have it, and lose weight-you can get small again, but your tummy skin isn't as "taut" because it was stretched out. Kindof like when you blow up a balloon all of the way and hold it like that for a while-and then let the air out-it is never exactly like it was before it was ever blown up.
All you can really do for this is to keep lifting. It won't tighten the skin, but it will give a better shape under it, which helps a lot. Personally though, I think they look absolutely great considering your starting weight.
