Once you're on plan, the last 10 pounds are definitely hardest. But I think the OP is saying that just getting started is so hard to do. Finding the motivation to make the change and stick with it. Once you've committed to making a lifestyle change, the first 10 just drop off. It's keeping it going when things slow down a month or two later that is hardest for some people. Everyone has their own personal obstacles to overcome.
