My doc told me the same, neck up it's ok, below, no. She did say either way, nothing TOO intense.

It's so individual. When I get a regular cold, it hardly affects me. I mean, I actually feel fine even when I sound as if I should be in bed. I do all my normal activities, even exercise. I haven't had a fever in many years, so I cannot comment on that (although if I did have a fever, I would imagine I would stay in bed). However, if I did feel poorly, I wouldn't exercise.

ETA: I just read the other reply about not exercising if the cold is from the neck down. That makes a lot of sense. My colds are ALWAYS head colds. I cannot remember the last time I was sick and it wasn't a head cold (maybe as a child?).
