Oh, if that were only true. I've never, ever lost more in a week than I can gain with my period. My "record" for weight loss was about 11 pounds. My record high for period weight gain? 15 lbs.
Usually (at present), I gain about 8 lbs, whereas my losses if I'm perfectly on plan, no more than 2 lbs.
It isn't always fair, but it is always what it is.
For myself, in order to lose, I need to eat a higher ration of protein than carbs, so most meal replacements don't work very well for me (there are a few with more protein than carbs, especially the ones aimed at wls patients - becasue protein is so important for them).
But again, 14 lbs a month is in no way, failure. If anything it may be overly ambitious and might cause you some problems later - if only in disappointment when the weight loss slows. Occasional stalls and gains will happen on virtually every plan. You can't guarantee against water retention and the weight of the food and water in your digestive tract (you can retain a lot of undigested food in your intestinal tract).
Try to be a little more patient with yourself.
