I'm recovering from foot surgery, so am in sort of the same situation as you (except I can't get my foot wet, so swimming is out). I'd recommend swimming if you can.
At the moment I am walking as much as I can, and doing mainly strength work. I do Pilates, crunches, arm stuff and as much leg exercises as I can do without putting any pressure on my toes. What I've learned is even the most low impact of exercises (walking) still put a lot of pressure on your feet/toes, so depending on what is wrong with your foot, I'd recommend caution!
