Nope, the ground beef has to be 93% or leaner, and the parmesan has to be fat-free or you'll have to count the points for it. Since parmesan is 3 points for 1 oz. and I guess there are 8 oz. in a cup (dry measure) and you're using 1/4 cup, that would be 2 oz., or 6 points.
It sounds really good though!
