I don't come in at 20 most days. I've gone over about twice -- but I'm on OWL and ought to be up to at least 25 nc per day. What if you don't eat but between 12 and maybe 17 net carbs most days? Could that make it harder to lose weight?

I think it all depends on how closely you want to follow Atkins.
Induction is 20 net carbs per day, not less. You should be getting the majority of your carbs from veggies & salads from the acceptable foods list.
Although you aren't counting calories on Induction, you need to be making sure you are eating enough for your body not to go into starvation mode. For women, that is ideally 1500-1800 calories. Eating less will keep you from losing weight.
If you're on the first rung of the carb ladder for OWL, you should be adding more veggies for a total of 25 net carbs per day.

Having some of the higher carb veggies on the Induction list also makes it easier to get your proper carb count up. And don't forget about pumpkin (acceptable in all phases). There are a ton of great pumpkin recipes out there too.
