i don't know if it makes a difference for everyone, but it does for me. i've been know to weigh myself more than once a day, and i typically weigh a couple pounds more in the evening than i did that morning. (but it's always back down the next morning.)

try (usually unsuccessfully) not to put too much pressure on what the scale says, because weight can fluctuate quite a bit because of water imbalances etc. if i go off plan for a while, especially if i'm not drinking much water, my weight goes up 3-5lbs. a couple days of eating and drinking right, it falls right back off.
and to answer the original question, my official weigh in at home is always in the morning after using the bathroom. empty stomach, no clothes.
