I am tall-- nearly six-two. I have always paid more than average for clothing that I expect to look good on me. I don't make a lot of money either, but I would rather wear the same stuff every day then settle for a bad fit. Since being overweight, I haven't really spent a lot on clothes. A few hundred a year to replace old things. Since I am getting ready to get a job after graduating from college (my second BA) I've been stocking up on nice suit coat (separates) and other things that would impress an employer-- but the good news is that I found a great plus-size consignment second hand store with absolutely wonderful clothes, really top brands. I just got 4 great work coats for about 10 dollars each. I also get new shorter sleeve tops (like 3/4 th, and short sleeves) at the Avenue. They have a really good mark down area.
I buy the best stuff I can afford, and I shop around a lot. I love browsing, so I don't mind the time and energy it takes to find stuff that suits me, and isn't crazy expensive. Having said that, some of my favourite pieces have been pricey, but worth it. My favourite pants at the moment were only $29, but before I bought those, my favourites were a gorgeous navy pinstripe trouser from Banana Republic. Not cheap, but high quality and did marvellous things for my butt. In my experience, stuff that's very cheap isn't always made well, and stretches out easily. Paying more doesn't always equal higher quality - at all - but when I pay more at certain places (JCrew, Banana Republic), I'm happy with their items, and I've had their stuff for years.
I also recently moved to a place that has thrift stores all over, and I love spending four or five bucks on a really great top.
I usually spend about 20-30 for tops, 60-100 for jeans, 15-30 for pants and 30-70 for dresses.
Asos.com has some nice selections for cheap, especially in clearance. Their clearance is great! NICE designer dresses for 20-30 dollars! I once bought a dress here for $90, it went on sale for $26! (talk about sick to your stomach)

I work in a field where I spend on average two hours a day in front of a room of strangers so what I wear is very important to me. In general, I don't do disposable fashion. I usually buy things on sale or shop around until I find the lowest price. I know when every major department store has its anniversary sale or friends and family week. My favourite purchase was a pair of $200 (smh) jeans that I got for $60 on sale. Sadly, I've outgrown them.
My general rule is up to $25 for tees and up to $70 for skirts and pants. I splurge on dresses, cashmere, and stylish comfy shoes.

I'll spend up to $50 on a top if I really LOVE it and $75 on pants if they look fantastic. I wear kids shoes so I never splurge there. Handbags? $20 or less and I rarely buy myself a purse. My mom and MIL have bought most of them. I always try a thrift shop first when I need something and if I don't find it there, then I'll go to JCPenny, Macy's and Dillards because I know their clothes fit me and are decent quality.

I didn't read through all the previous answers. Please forgive me if I repeat.
I did, however, pick up on Jelder's practice of buying cheap trendy clothes, but high-quality classic ones. That makes sense to me.
What I am willing to pay for clothes has increased in the years since I've married my husband, simply because my disposable income has increased. Thank God, if I need a new article of clothing I can actually buy it. This doesn't mean I'm going to pay an exorbitant amount, though, nor will I buy something I don't love just because it's cheap.
I'm not at the stage yet where I can find much at a thrift shop. It's too difficult to find my size there, and I get discouraged. So when I do buy clothes, I go to onestopplus.com or to Lane Bryant or Catherine's. I also do quite a bit of sewing. That way I can be SURE it's of the quality I like.
When I was younger and slimmer, I would spend a great deal on clothing. But only if it was something that really caught my eye. I once spent $110 on a sweater and $50 for the shorts and that was on sale. That was many years ago. I rarely ever even shop anymore. Since gaining these 30 lbs, I just don't look very good in anything. I have 2 closets full of really nice clothes that I am determined to get back into. I know that I should have probably gotten rid of them, but they are all dress clothes and not out of style at all. I don't buy trendy clothes, I generally buy classic looking clothes. I am looking forward to losing a little more weight so that I can get into some of my clothes.
I have an obsession with dressing my kids well... Gymboree, Gap, Janie and Jack, Boden etc...
When I'm 'fat' I tend to not treat myself so well and I'm trying to change that! That said... I can do really well at Gap, Kohls, etc for myself with coupons. I've gotten some super cute stuff lately spending less than $20 for jeans/pants and around $10 for tops . I'm trying to take care of myself! It makes a difference in how you feel when you dress nicely.
