31 inch underbust is definitely a 30 or 32 band size. When I measured similiar to you, I wore a 32G. Now I've lost a bit of cup size and can fit into a 32F or 30FF. Its definitely worth the extra cash to visit a bra shop and lane bryant can't help you at this size.
