I was on the elevator at work the other day and there was the girl that also works on the floor. We know of each other but never really have any interaction . . .anyway, she was like "I'm sorry to say this if it seems rude, but I've noticed you've really lost weight." She looked so nervous, worried I would be offended. But I just thanked her and we chatted a bit. I guess it's getting obvious enough that folks don't just think I got a haircut or something

I totally understand what Carmen's saying, but I don't think it could ever hurt to tell someone they look great, and if they offer up that they've lost weight, then the subject's up for discussion. But compliments should always be okay.
