You cannot target reduce and make something the size you want. Unfortunately weight will come off wherever it wants to come off. You can build muscle in specific places, but not reduce fat.
I'm pear shaped, so I have very heavy thighs/butt/legs but my waist and breasts are small. I wish that I could get rid of some of the fat in my thighs and put it in my breasts, but I can't. lol.
maybe you can try losing more weight to see if it starts coming off on top. Acceptance to the way you are shaped is also another consideration. Love your body type and just roll with it.
