Lettuce is the only unlimited food allowed on Phase 1 - you can eat as much of it as you want, whenever you want! There were MANY days when I had 2 or 3 bowls of lettuce to get over a snacking hump.
Regarding the vegetables, you can have a total of 4 cups of veggies per day (measured raw). That's it. If you aren't as hungry early in the day, you can certainly use 1 cup at lunch, and then either have 1 cup as a midafternoon snack and 2 cups at dinner, or have 3 cups at dinner. As long as you have the 4 cups over the course of the whole day you can break it up a little if you need to.
