I don't recall any reference to fiber one in the book, and I don't have it handy to check. If you were to go by the plan, then no it would not be acceptable. I'm pretty sure that cold cereals don't come in until phase 3.
However, the main purpose behind the plan is to get back to whole, unprocessed foods. Limiting selection can be important at this stage to reduce and eliminate temptations. But I'm also a tweaker, and I personally might exchange one for the other (occasionally) as long as the calories were about the same so check the labels. I'd also stick with the plain fiber one twigs and not the others that are sweetened and flavored.
