Default Batwings??

I know you can't spot reduce but I was wondering what exercises you can do to help strengthen the muscles of that part of the arm (I have hand weights and ? I can't seem to find any that work it, or am I just being dumb and forgetting something really obvious.

I have batwings too, and sometimes I think it's hopeless, but I do feel the toning in the muscles when I use weight machines that specifically target the triceps. At the Y I go to, the machines have diagrams showing which muscles they are designed to work out.

Tricep Dips are also very effective, if you're able to do them. I find this posture a bit of a challenge myself.

Push ups and pull ups! Don't worry if you can't do them "for real". Assisted pull up machines at a gym are great, and you can work your way to full pushup starting from a modified position on your knees. Thye work just about everything...arms, shoulders, back, chest and abs!
