It says that because it's basically just a math calculation. It takes your estimated base calorie burn and then subtracts whatever your goal calorie loss is (how many pounds per week). Based on the numbers in your profile (128#, 5'1") - your base calorie burn is only 1490 (loseit number is likely different but close). If your burn 1490 and want to lose a pound a week, that that would mean you only get 990 calories to eat.
Yes, it's less than you should eat, but when you work out, you burn more calories, and therefore get to eat more calories to meet that goal. Does that make sense? Also, those numbers were based on a sedentary person, if you're more active, you burn more. Loseit only uses a basic, simple calculator to estimate your calorie burn/goal. You can go in and set your calorie goal to any number you chose by adjusting the calorie goal manually. In fact, I set my program goal to "maintain" and then adjust my calorie budget using the add/subtract function because I calculate my calorie expenditure elsewhere.
