Are you exercising? While spot exercising doesn't cause more fat to be burned in that area it certainly tones it more and builds muscle- which takes up less room than fat. So you lose inches faster. Maybe you are already doing this but still losing from upper body faster? I know that with exercise I lost inches in my waist,arms, thighs, faster than my hips and abdomen. My weight was pretty evenly distributed to start with. Now my waist inches lost are slowing down 1"/month and the weight is coming off my hips and abdomen 2"plus/month. Because of exercise and strength training the inches are still coming off my thighs and arms consistently.
