I think that jr sizes are more about your shape and the cut of clothing that works best for you. Even at my weight, I wear junior sizes pants (they make plus sized juniors like 17, 19, etc). because they are cut more narrowly which works better for my flat butt and narrow hips. And they are usually lower rise so they go around my hips, whereas misses sizes are more often meant to go on the waist and mine is out of proportion so they don't fit.
If a size 7 fits you, then yes, you may be better off shopping in Juniors. The prices are usually a bit lower and the styling is a bit more trendy/fashion forward. So aside from sizing issues (I carry most of my weight on top), I am not sure I'd ever be buying junior tops, since they are definitely too young for me, but I can find pants that aren't completely crazy.
