Well, for one, at your current weight 3 pounds can make quite a bit of difference. Also, as you have been losing steadily for a while, your body may still need time to adjust to the new weight and achieve it's shape. When you get to goal, stay there for a while, see what happens.
Another aspect may be related to your exercise routine. Do you do strength training? Many members in the maintainers forum describe how they have maintained goal weight while strength training and their bodies have continued to change.
You may not need to change your goal, just your routine, and time.
