If you've been cutting calories to 1200, and you've been doing it for 3 months, you should have lost more than three pounds. There are really only two reasons you're not losing:
1) An unknown health issue. You could go see a doctor, get your thyroid checked, etc, etc but if you don't think that's the case then:
2) You are not eating less than your body needs. Either you're underestimating how much you're eating and you're actually over 1200 (which would be my guess) or you simply need to cut calories more. I'd suggest buying a food scale, upping your water consumption, and logging EVERYTHING, and seeing if that works.
Without having an idea of what you eat daily, I can't make suggestions for changes though.
