I have searched but can't find the answer. Is this allowed in phase I?

I'm pretty sure the answer is no. It's still a grain product, different than the wheat germ oil someone mentioned.

Just looked it up on Nutrition Data to make sure I wasn't missing something. It's definitely not a Phase 1 food.
