I think it depends on your personality on how you start. For me exercising motivates me to eat well and vice versa. If all of the change will make you want to quit, then just start with one or the other (the one you would find easier to change maybe?). You will lose quicker and be healthier if you do both at once. Just start with 20 or 30 minutes a few times a week to begin with maybe and lessen your calories by a bit. Don't go down too low at first because your body may go into shock and hold onto the calories. Also, make sure you get your water! Just start slow and work your way up to a good program.

Good luck! I'm sure others will have more (and probably more useful) advice.

The best advice I can give is for you to research the different weight loss plans to see which one fits you best. There is tons of info on this forum (and elsewhere on the net) if you take some time to read the different posting areas. Find a plan you like and dedicate yourself to it. Make small goals for yourself as well as a large one...plan what your reward will be when you acheive your goal...a spa day or a new outfit or something fun...

Exercise is just as important as what you are eating...you can lose weight by simply cutting down on what you eat - but it will be slower and you won't have a toned body when you get to goal. It's also important to build the hrealth habit of exercise to make sure you can maintain your loss for the rest of your life.

66 lbs is a lot of weight to lose but it CAN be done...and YOU CAN DO IT!!!!! Feel free to ask for advice - educating yourself on what is good for you is a big part of the battle.
