I think that the decision to set a WW goal weight higher than the weight you truly want is a very personal one. When I was going through that process, one of the other WW members overheard the discussion with my leader and she made a point of offering her thoughts - first, if you don't have the discipline to keep losing without paying, you may have trouble reaching the goal you want. Second, it's important to learn how to do maintenance properly, and some people have trouble doing that on their own "after" they hit lifetime. All that considered, I decided to set my WW goal higher than what I actually wanted. In hindsight, I think that had some benefits and some drawback, but I would probably make the same decision again.
I think alot of it comes down to the individual, there is no set right answer.
