I'm almost exactly your height and, like you, I never lose my "chesticles" no matter how much weight I drop. The good news is that even at 41, not losing there means I still look about the same up top as I did before I started losing weight. When I was thinner, I once tried on a Wonderbra to see if that would corral the girls well and I had to practically put my hands on them and push 'em down to see over them; it was downright comical.
Only you can really decide on your best goal weight, but I think that 145 sounds like a very reasonable goal for your height and age. The beauty of having a goal weight is that you can always monkey around with it as you approach it; I don't even remember what I wrote down as my goal, but I fully expect I'll go lower than whatever I wrote by five or ten pounds.
At my smallest, I weighed 123 pounds in college and stayed that way for a few years. It felt neither big nor small to me and in fact I never thought too much about my body except when it was time to buy clothes. Anything between there and 150 or so felt the same to me. Don't know if that's much help to you, but that's my experience with being at a low weight.
