Nope, tortillas (WW) would be phase II. Why are you eating just salads? I just had grilled chicken breast, roasted bell peppers, steamed broccoli & spinach salad. I don't usually eat grains with my supper, so it's like Phase I. Make the Taco Bake or one of the other scrumptious Phase I recipes listed here. Use crisp lettuce leaves in place of the tortillas. I love to stuff large bell peppers with beans, mushrooms, tomatoes, etc. with a little parmesan or mozzarella on top. There are so many options!
