First of all welcome and feel free to post! I know what it's like to be on a University's eating plan, I was lucky though my school offered some healthy stuff and I would usually ask for smaller servings of whatever.
Perhaps start with the eating, are you getting enough of the right things at meals. I love my carbs (are we still allowed to say that

), but to keep myself satiated I need to make sure I get enough protien and sometimes a little bit of fat at my meals. I am also trying to eat whole grained carbs instead of refined. If your cereal (I can be a cereal addict too) is made from lots of white or refined flower you'll probably feel less satiated and want to load up more . ALso learning to love your veggies can help to. At lunch and dinner I always try and load up with a salad or stir-fried veggies or roasted veggies. Veggies add bulk and make ya feel full. Some dieticians recommend 6 meals a day, I think of eat as three meals and three snacks (sometimes only 2, my meals aren't that big and my snacks are fairly small).
Are you allowed any appliances your dorm room (mini-fridge, microwave, toaster?) If you are, try and maybe get some, this saved me tons of times in University and I lost weight.
As for exercise, I used to occasionally use exercise tapes in my room. Do you have a gym at your school that isn't too expensive? If not, maybe see if there is a running or walking club you can join or maybe start one with people in your dorms. For me, exercise is just apart of the formula to lose weight, just like eating less calories, that was my motivation. It's hard to start, but once you do, it gets easier and easier I assure you.
