Cbing, I know that's frustrating as all ****. Two things: One, maybe you need to restructure your eating; if you're eating a *lot* of calories over what your body needs, maybe running has just halted a gain rather than starting you on a downward trend. Just because you haven't changed your eating from before, doesn't necessarily mean anything. It kinda depends. Were you watching your food intake in some form (points, calories, etc) before you started C25k?
And two, as frustrating as that is, try to see your success for what it is. Losing weight or not, you are working toward much better health! Can you run farther? Run faster? Then you're making progress. Just because the scale hasn't budged...it's not the only way to measure progress. Maybe you've seen Mandalinn around, her signature includes the line "We use the scale not because it is the best way to measure our progress, but because it is the easiest." Or something to that effect. Try looking at your legs. Has your muscle tone improved, even if they haven't shrunk?
There are lots of ways to make progress. Don't get discouraged!
