You have to kiss a lot of frogs to find the prince. The same goes for pants.

I've had very good luck buying NYDJ jeans, and Coldwater Creek. They both seem to fit really well on me.

Try different rises and styles. I see you're on the shorter side; if you're shopping petite you might need to shop regular and find short lengths or get your pants hemmed. I wear a size 6, but a 6P can be too small in the crotch depending on the brand, while a regular size 6 almost always fits. I also find that mid rise usually fits better than low rise, and ultra low rise is a huge no-no for me. You just have to try different styles to get the right one that fits!

American Eagle jeans fit me really well; those are my favorite.

I think it may be a rise issue. Maybe there's like a dropped crotch issue (i.e. the rise of the pants being too long for you) with the pants which is allowing the extra fabric to ride up into the crotch when you walk or sit. This can be solved through tailoring or through getting trying on other pants. Trousers, jeans etc are funny, you need to try a lot of them to get to the right pair.
