I sport a big belly. My mid section measures the same as my hips, and I have pretty skinny legs.
If pants fit me well on my butt and legs, I have a horrible muffin top. I buy them to fit around my stomach, and the end result is usually baggy looking jeans.
I am yet to find a brand that caters to a body type like mine.
I found one pair from white house black market, that was cut incorrectly. I have worn them all the time...but another 5 pound loss, they will be too large.
you could try on some low rise pants, parhaps you already tried that but you never know. I must try on 100 pair of pants to every one pair I buy!
I hope this is not insulting please forgive me if it is - and the only reason I suggest it is I went maternity clothes shopping with my daughter and was very surprised at the clothes they make now adays. They are waaaay different from what they use to be and you can't even tell and they are all the modern cuts too.
I have also bought mens pants, and you cant even tell they are mens (otherwise I would not have bought them) but often the waist leg ratio is a little better.
Noooo idea how weight corresponds to clothing size for pretty much any weight range, so these are just guesses at something that might work. Have you tried the pants at Lane Bryant? You sound like you have the inverse of my figure, but so far their pants are the best I've found for fitting large hips & thighs with a smaller waist (in their blue circle fit). But the yellow / square fit are designed for the opposite figure, so they might work okay for you? I can't get a direct link to their size chart, but it looks like most of the yellow jeans have a 2" difference between the waist size and the low end of the corresponding hip size.
And if the Lane Bryant sizes are too big (the smallest yellow is for 34in waist, 36-39 in hips), Fashion Bug supposedly has the same cuts of jeans (but in smaller sizes). I also noticed when I was at Target recently that they seem to have changed the cuts of their jeans, although I had a little bit of difficulty figuring out what was supposed to be what. But that's a reasonably cheap option to try for pants you're going to grow down out of in short order anyway.
QVC (shopping channel) - Denim & Co. Original Waist Stretch Bootcut Pant
w/ Back Pockets (Also in Petite)
And also, Denim & Co. Original Waist Stretch Pants w/Side Pockets (Straight legs) (Also in Petite)
Lots of colors. Elastic waist. Try them and if you don't like them you have 30 days to send back for refund. I have many and am very happy with them. Just wear a shirt over them so elastic waist doesn't show, and no one will know. Looks like you're just wearing a normal pair of jeans. Good luck!

The low rice looks terrible on me...I look like I have a beer gut hanging over...lol The two latter options; Actually I have thought about both of the options I don't tuck anything in anyways. maybe i will check Target...or pea in the pod might have some really cool things, as well.
Yay! That is WONDERFUL news! I was following this thread, but not really contributing since I have a very different body shape (I'm a pear), so I had no words of wisdom, but I'm so glad that you are feeling better!
I have the same shape as you, just much larger lol It's so hard to find pants that don't look baggy in the butt, or muffin toppy. It's great to hear that your belly decided to give you a break, and go down. With losing 11lbs it had no choice! hehe
