Well, from everything I've read on the Internet, the answer is 100% Yes -- a food allergy can cause red cheeks.
The most common foods to which people are allergic and have the problem are: milk, cheese, eggs, soy, wheat, corn, oats, seafood, tomato, nuts, citrus fruits, strawberry, cantaloupe, chocolate, and spices.
With my Celiac disease, I used to have red skin on my face and now that I don't ingest wheat, oats, barley or rye, it's gone away. I even had to change the makeup color I used to wear.
Make sure they give her both an IgG and an IgE test. There are 4 types of antibodies to test for and they will need to do a separate blood test for each. Don't let them get away with just giving her a skin test as some food allergies will NOT show up on a skin test - mine won't.
