Ah yes, I understand the trials of having to diet on a budget. My advice is to keep lots of vegetables. You can broil them, steam them, boil them, put them in a soup, sautee, whatever. And if you are worried about them going bad before you get a chance to eat them, you can always get frozen ones in bags or don't buy too many at a time. It's better to go to the store more often than to have to throw out food you payed good money for!
