There are a few Crystal Light flavors that are sweetened with sucralose instead of aspartame. Mio is also sweetened with sucralose. While it's better to drink plain water (or add real lemon juice to give a little flavor), if using a water flavoring helps you get all your water in you should avoid those that contain aspartame and aim for those that contain sucralose.
You can count flavored water towards your daily water intake, but you ALSO want to keep track of how many servings of water flavoring you are having in a day - anything that says it has 0 carbs very often has TRACE carbs (less than 1g per serving) and those can add up over the course of a day. A good rule of thumb is to limit yourself to 6 servings of anything that is 0 carb (water flavoring, artificial sweeteners, Walden Farms products, etc) per day.
I used Mio for a couple of months when I was on IP and it really helped me get all the water in. I tried to drink most of my water without anything added to it but sometimes a little incentive is good. I think if it helps you then use it in moderation.
I limit myself to one 20oz glass of flavored water a day. I use Kool-Aid or Dasani drops that are sweetened with sucralose. One a day is a personal choice of mine because I want to like water without extras. When I first began I used lemon juice in EVERY GLASS of water because I HATED water! Now I'm good.
My center said Crystal Light, Mio, etc. are NOT okay. I guess its one of those 'local' rules
The newer updated rules are that they aren't okay.
The previous sheet used to say anything not on the list must be 0/0/0
IP removed that statement
Allowing Mio, etc would now be considered "house rules"

I still find it amusing that they have removed the 0/0/0 rule but yet they allow Walden Farms products Wonder who got the marketing bonus for that one?

yeah, but didn't some folks come back from the big training conference where IP told them that WF was OK? It was a while ago so I might be fuzzy on the details
WF is all nasty to me taste like paint or what I think paint would taste like. My first clinic said Mio was ok my new clinic says no Mio. Honestly, I use it a lot and I have lost 72 lbs up to this point.
