Slow loss is not uncommon in week three. Hang in there, your body needs to catch up to the changes you've made. You are no longer losing water, now you are starting to lose fat. Also don't forget 'time of month,' last bowel movement, inflammation from lack of sleep or other stresses, etc.
Keep going! It will come. I find that after I've had a super hungry day where I don't feel I can get enough food, no matter how much unlimited raw veg, I will have a big whoosh down. You will too, I promise
