i did this for my dad's birthday! he's difficult to buy for, but he's not a picky eater, so i made a couple casseroles in the one-time-use pans and stuck them in the freezer and brought them to him with a birthday card. home made frozen meals! mom said she felt like they were more for her than for him, because she didn't have to cook :) but he enjoyed it and even shared them with friends.

I do the same! My parent's birthdays are a week apart (and both difficult to shop for) and also don't like me "wasting" my money by taking them out.

Since their birthdays are close together, I'll also put flowers in church on the Sunday in-between, which means a lot to them.

For my 60th I asked my partner to take out a monthly subscription to Unicef for me.

Perhaps you could take out a subscription to a horse sanctuary or animal charity for him?

For my husband's 30th bday (a man who has EVERYTHING), I decided to do a "30" theme party. Maybe you could do the same with your dad and make it "60"

I bought twist-tie bags and in each bag I placed 30 different things and tied it with elegant ribbon with a note attached that told what each of the items symbolized.

Suggestions:
60 pennies or $1 bills for wealth
60 of his fave candy--I used Andes Mints (DH's fave)
60 words of wisdom
60 Proverbs
60 aspirin for health
60 pieces of yarn for "memory"
60 shamrocks for luck
60 of his fave drink
60 balloons
$60 worth of gas
60 individual teeth :rofl:
60 eyeballs for sight

You could get really creative. I also did this same concept with my niece's 16th bday. I had different $16 gift cards to places like Starbucks, the bookstore, iTunes, $10 dollar bills--I gave her $160, 16 orange crush drinks, 16 yoohoo's.
She LOVED all of the "16" gifts my husband and I gave her. She is 21 now and has NEVER forgotten the great time we had and the little "extra" thing we did for her :)

I have the Kindle app on my phone and LOVE it so for Christmas my sister bought me an entire book series and had it sent to my Kindle. It was a fantastic present and worked seamlessly.

Rainbow, it sounds like you've already gotten some great ideas, but I thought I'd throw one more into the mix. Maybe you could plan an activity to do with your father? My dad is also ridiculously hard to shop for. I can't tell you how many books I've discovered on my bookshelves that were actually Christmas presents for him! Two years ago, I decided that I was fed up with the whole business. My dad's really into cars, so I took my parents go-carting and then out to a very nice lunch in a small town about an hour away from our house. My mom and I aren't really into go carts at all, but it was a really nice drive, my dad had a lot of fun, and lunch was amazing. My dad said it was the best birthday gift I'd ever given him. Maybe you could do something similar? Plan to join your father on an outdoor excursion (maybe hunting or horseback-riding or such)? If he's more the solitary type, you could always plan a mini day-long vacation for him and set those activities up for him and meet him with a nice dinner at the end of the day. Just a thought!
