New members cannot use the signature option until they have posted at least 20 times and at least 20 days have passed. This was necessary due to problems with spammers. Written by Suzanne 3FC
It looks like you already have 21 posts and I don't know when you started in February, but you go to the top of this page and click on USER CP and then click on Signature.....It's pretty easy from there.
