I am also 5'4" and my goal weight (for now) is 146 which is a healthy BMI. I'm currently 151.8 and the losing is slow going. I'm up my activity significantly about 3 weeks ago and am still losing very slowly (think .2 a week). I do sometimes find that if I have a couple of weeks where I "should" lose per my calorie deficit (I use a Fitbit and count calories, that the showing of the weight loss is something delayed a week or two. When it shows up I can lose more (I lost 1.4 pounds a few weeks ago, for example). I haven't had a loss of more than 2 pounds in a week in quite some time.

Oh as the poster above me points out, carbs can make a big difference. If I am low carb (70g or lower or thereabouts) for a couple of days I will lose water weight. If my carbs go up, it comes back.
