Default Speaking of Heart Rate Monitors

I'm thinking about buying a heart rate monitor but am at a loss at to which kind/type to buy. I've seen them for $90 at Target and am not interested in spending that much $. I'd like one that does your heart rate, calorie counter (I take it this means the calories you're burning during exercise?), % of max, etc. priced around $30 or so. Are ones that are watches better/worse than cuff ones?

Is one brand better than another or all they all pretty much the same? I'm actually looking on e-bay to try and save some bucks. There's one by NordicTrack that sounds pretty good but I just don't know enough about them.

Any info anyone can provide would be greatly appreciated!!
