Question HMO's and PCP's??

I have a question for those of you that belong to an HMO that requires you to choose a Primary Care Physician.... what type of doctor is your PCP? I ask because I am having trouble getting a referral to see a podiatrist. I selected a family practice that I have been to just a few times for various things. When I tried to get a referral they yelled (well not yelled) at me for not having been there for 2 years. I've been to see my gynecologist in the last two years for a yearly exam, so would it make more sense to have her as my PCP? Would they be more willing to give me a referral if I need to see a specialist?

This whole HMO thing confuses me a bit so any advice would be appreciated! Thanks in advance.
