Default Mobility Allowance

I have just been awarded Mobility Allowance and wondered if anyone has any experience of this. Is it better to have a car on Contract Hire or on Hire Purchase

My mother-in-law has mobility allowance. She gets a brand new car every three years. I think she has it on the hire purchase agreement as it is cheaper. Plus if she really likes the car she has the option of purchasing it at the end of the three years. I think she is limited to 10,000 miles per 12mths and you need to insure that it is serviced when it is meant to be.
