Click on the user name of the One Who Must Be Ignored.
Click View Public Profile from the drop down menu.
Click on User Lists. (White letters on grey menu bar in my view of the site.)
"Add To Ignore List" is right there in the drop down menu.
Sorry you're having frustrations...hope that doesn't drive you away or detour you from your goal!
(It would be interesting to hear how this is working after the website update.)
