My thighs are 24". I have heavy thighs and believe that I always will. They are down from 29" though.

Any info out there about exactly where to put the tape when measuring?

I measure: around my bust(on top of bbs)
around the smallest part of my waist(above the belly button)
around the widest part of my hips

I usually do the same thing. Largest on bust/hips/thighs/etc, smallest for waist.

I am 6', and about 198 lbs.

As of 12/20, my measurements were:

Bust - 37 3/4" (down from 40 1/4")
Waist - 31 1/4" (from 36 1/2')
Hips- 42 1/2" (from 44 1/4")
Thigh- 25 1/4" (from 27 1/2'')

I am usally either a 14 or sometimes a 12.

As you can see, I carry all of my weight in my hips and thighs, and it always is last to lose it there. it is frustrating, I always lose everything from my waist/stomach, but my hips just cling to that extra jiggle.
