Default Should you ever eat more than your goal maitenance?

So I calculated my BMR for my goal weight and got 1417 to maintain a weight of 140 lbs. Right now I'm eating 1450-1500 a day and exercising 5xs a week. I've been consistently losing 2-3 lbs a week for the last few weeks and then this week I seem to have stalled a bit. Should we ever eat more than our maitenance calories for our goal weight? I guess where I get confused is with the exercise, because if I multiply by 1.4 for moderate exercise my maitenance calories for my goal weight would be almost 2000. Ugh! This constantly adjusting my calorie intake is killing me! I just want to be at maitenance already! I think my weight loss changes throughout the month depending on my cycle...less weight loss during TOM, more between TOM and Ovulation, less at Ovulation, more between Ovulation and TOM...etc, etc, etc. Do you all have to constantly adjust your cals?
