Eventually the fat will go away as you lose more weight but if the fat doesn't go away it may be loose skin or just a spot on your body where fat is the most difficult to lose, we ALL have those spots ... A good fitting bra would do the trick... Tricep exercises too, but as MariaMaria said we can't spot reduce, intensifying your cardio will burn more fat...
If that's you in that avatar pic, you have pretty nice arms, so just keep up the work you're doing it seems to be working...
